Yun, Acting Governor-General of the Two Kwong Provinces, makes
the following communication.
Chinese Merchants going to Peru to perfige
their trade come under a new Treaty concluded between H. E. Wu
Ting-fang a former Chinese Minister to America, Mexico, Peru
and Cuba, and the Foreign Office of Peru. It is agreed in the
Treaty that such merchants must first report themselves to the
Chamber of Commerce of their own province and the Chamber of
Commerce should then enquire whether their intention of going to
Peru is not to earn a living as labourers. When the Chamber
is satisfied that they are not labourers and are guaranteed by
rich and reliable men, certificates will be issued to them by
the "aotal of Commerce and Industry.
About this matter H. E. Wu in a letter to
the Canton Government writes:- "This being a new matter, every
"care should be taken in granting such certificates. If
"possible, an official should be stationed in Hongkong whose
"gole duties it shall be to attend to all matters concerning
*Chinese emigration to Peru viz.:- to see if the holders of
"certificates are in fact men of sound financial standing,
"intelligent and well-dressed, and that they will not remain
"destitutes abroad to the disgrace of their own nation. By
"this means confidence will be assured and abuses will be pre-
"-vented".
As it is now found out that the certificates
granted to Chinese Merchants under the Treaty, according to the
report of the Total of Commerce and Industry, have been no
less than one thousand in number, and there is every possibili-
-ty of the applications for such certificates being increased,
it is deemed expedient to station an official in Hongkong to
take charge of the matter and to make thorough investigation
in every case, so as to avoid abuses. For such a post, Expectant
